Iraq in Transition: Post-Conflict Challenges and Opportunities (2004) is a newly issued report that considers in-depth the impact of the U.S. and U.K.'s 13-month occupation of Iraq and its legacy for the Iraqi people. The report examines the primary actors during occupation, as well as their responsibilities and performance – including an assessment of their duties under international law. The report also provides specific benchmarks to measure Iraq's progress in the crucial months ahead in the key areas of security, governance, economics, social services and justice. Iraq in Transition explores the needs, expectations and concerns of the Iraqi people about their country's future, and considers the difficulties involved in rebuilding a fractured society.
